Niagara-on-the-Lake Wastewater Servicing

Harmonized Federal/Provincial Environmental Assessment and Official Plan Amendment

Niagara Region commenced a Class Environmental Assessment project in 2008 to investigate future wastewater servicing alternatives for the Niagara Urban Service Area and the community of Virgil. Increased wastewater servicing capacity for the service area is now forecasted to be required by 2016.

As a result of Canadian Environmental Assessment Act (CEAA) triggers being identified during the Class EA, it became necessary to complete this project as a Harmonized Federal/Provincial EA. The objective of this study is to:

  • Provide increased servicing capacity to accommodate future growth proposed for the two communities
  • Address wastewater flows that occur during wet weather events
  • Address operating issues at the existing wastewater treatment plant

Two Public Information Centres were held where background information, details of the proposed decision making approach, and the long-list of alternative servicing solutions was presented as well as a short-list of alternative solutions and the screening procedures that had been used to identify them. In addition, detailed evaluation criteria proposed to be used to evaluate the short-list of alternative solutions to select the preferred solution was also presented for review. The preferred solution is to be a new wastewater treatment plant on Parks Canada property as shown.

The Town of Niagara-on-the-Lake Official Plan requires an amendment to permit its development. The proposed Official Plan Amendment will re-designate land for the construction of a new wastewater treatment facility that will replace the existing facility at 1738 Lakeshore Road.

Representatives from the Region, the Town of Niagara-on-the-Lake, their consultants, and Parks Canada will be present at the third Public Information Centre to answer questions and discuss the next steps in the project.

Public, review agencies and interest groups are invited to provide input and comments for incorporation into the planning and design of the wastewater servicing for NOTL, as well as on the decision-making processes and recommendations presented at the PIC. Consultation with and input from the public, review agencies and interest groups are vital components of the study, and will assist the project team in meeting the requirements of the Harmonized Federal/Provincial EA process.
