Summary



Reporting to the Director, GO Implementation Project the Transportation Lead will assume professional engineering responsibilities for studies, reviews, preliminary design, quality control, scheduling, reporting and cost estimates of transportation projects including development traffic impact and transportation planning studies environmental assessment projects and multi-modal transportation initiatives related to GO rail expansion and inter-municipal transit activities.



Education

  • Post-secondary degree in Civil Engineering or a related field
  • Master's degree in Transportation Planning preferred

Knowledge

  • 8 years experience directly relating to transportation planning, systems and engineering in a public or private sector environment
  • Registered Member of Professional Engineers Ontario (PEO).

Responsibilities

1.Assist in the support, development and advancement of GO rail expansion activities and inter-municipal transit (IMT).
  • Develop and implement transportation planning programs and studies relevant to GO rail expansion and IMT projects.
  • Working with the Director, review, develop and maintain regional transportation policies and procedures for the safe and efficient use of the region's multi-model transportation system.
  • Coordinate the scheduling and completion of Municipal Class Environmental Assessment (EA) and Canadian Environmental Assessment (CEAA) as required for various transportation infrastructure related improvements.
  • Co-ordinate the activities of all agencies involved in various transportation studies or programs.
  • Prepare Terms of Reference for retention of consultants for transportation and traffic studies and administer projects in accordance with the Terms of Reference.
  • Review development proposals and provide advice on/in partial requirements.
  • Initiate, organize and direct transportation planning studies required to identify road and other transportation needs for inclusion in the Region's annual Capital Works program.
  • Prepare reports and presentations to various stakeholder groups, technical and management committees, public organizations, etc.

2.Provide analytical and research support.
  • Supervise the preparation of travel demand forecasting computer models and traffic forecasts for road design and road need studies.
  • Research transportation planning matters prepare reports to Transportation Steering Committee, IMT Steering Committee, Planning and Public Works Committee and Regional Council attend meetings and provide professional explanations as required.

3.Manage relationships with internal and external stakeholders.
  • Represent Niagara on Local, Regional, Provincial, National and International Committees.
  • Participate in and represent the GO Implementation Project on inter-Departmental and inter-/external Regional initiatives.
  • Liaise with consultants, stakeholders, and interested parties to schedule transportation-related presentations for various committees and Council
  • Organize and attend public information meetings.
  • Attend area municipal Council/Committee meetings and other public meetings as required.
  • Prepare background information for Ontario Municipal Board hearings

4.Develop, manage, and administer annual and multi-year Capital and Operating budgets for the operating unit ensuring support of Council's objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies.
  • Ensure goods and services are acquired in accordance with the procurement policy.
  • Authorize and administer the acquisition of goods and services for the operating unit in accordance with the procurement policy and procedures.
  • Control project expenditures and recommend payments to consultants and suppliers.

5.Manages people resource planning for project-related activities in close collaboration with other corporate divisions and numerous non-direct reports, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results.
  • Enables results with the organization's human capital strategy to foster employee engagement.
  • Directs and provides leadership for the activities, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities of other non-direct corporate resources
  • Ensures alignment and coordination of activity and quality of output between teams under their project direction
  • Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.
  • Ensures staff has the information and resources to make successful plans and decisions.
