Summary

Reporting to the Deputy Chief Administrative Officer (DCAO) , the Director of Human Resources, is responsible for providing for strategic planning and service delivery of Niagara Region’s Human Resources, including Employee Services (Payroll, Employee Services Operations HR Analytics & Reporting), Organizational/ Leadership Development  & Performance Management, Talent Acquisition & Workforce Management, Integrated Health, Safety & Wellness, Total Rewards, Employee & Labour Relations and Human Resources Consulting. 

This role is critical to building organizational culture and investments through a comprehensive human capital strategy.

Responsibilities

1. Build culture and leverage people, processes, and systems through a comprehensive, engaging human capital strategy based on leading-edge research and the needs of our diverse employee team.
  • Provides leadership and direction in the development and implementation of all Corporate Human resource management activities for the Niagara Region,
  • Ensures programs, practices and procedures are established and maintained to manage Employee Services (Payroll, Employee Services Operations, HR analytics & reporting), Organizational/Leadership Development, Performance Management, Talent Acquisition, Workforce Management, Integrated Health, Safety & Wellness, Total Compensation & Rewards, Employee & Labour Relations and Human Resources Consulting section activities.
  • Ensures service delivery to client departments and shared service partners, developing HR management plans, programs and initiatives to support the effective management of all staff across the organization.
  • Provides advice, guidance and expertise to Corporate Leadership Team and Council.
  • Develops, manages and administers annual and multi-year Capital and Operating budgets for the division, ensuring support of Council’s objectives, financial transparency and accountability, budget adherence, identifying and explaining variances and financial reporting is effectively managed in compliance with corporate financial policies.  Authorize, and Administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures.

2. Establishes, implements and evaluates Human Resource management policies and procedures, ensuring compliance with financial and regulatory, policies and legislation and alignment with the policies established by Regional Council and the administrative directions set by the CAO/Designate.

3. Accountable for medium to long range people resource planning for the division, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results.
  • Working through their leadership team, enables results with the organization’s human capital strategy to foster employee engagement.
  • Oversees employee performance, career development, and succession planning activities, ensuring open and transparent metrics and processes are developed and implemented and opportunities are created to facilitate employee growth and development.
  • Ensures focus is service excellence, effective communication between leaders and employees, transparency, innovation, and data integrity and work flow integration.
  • Ensures staff is connected to corporate priorities and direction and has the information and resources to make successful plans and decisions.
  • Helps to break down barriers to employee success, ensuring collaboration and cooperation with other Divisions and Departments
  • Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.
  • Ensures Occupational Health & Safety policies, programs and practices are implemented, maintained and integrated into all aspects of planning and decision-making within the operating unit. 
  • Ensures the competency and performance of the Internal Responsibility System within their department, as outlined in the Niagara Region’s Health and Safety Policy is achieved and maintained.

4. Facilitates the management of labour relations activities, ensuring Terms of Agreement are established, negotiations and grievance administration are effectively handled

5. Identifies opportunities for improving Human Resource programs and services delivered, ensuring consistency in methodologies and practices, and alignment with department/division strategies and priorities, conducting supporting research projects, recommending improvement initiatives and managing their implementation.
  • Leads adaptive and innovative change/improvement initiatives to enhance service delivery, ensuring their integration with other areas for business sustainability
  • Takes a leadership and/or execution role on special projects as requested by CAO/Designate and develops and provides reports to council and/or CAO on Regional HR and People issues and strategy.

Knowledge

  • Minimum of 15 years progressive management over multiple disciplines within Human Resources. 
  • Experience in a public sector environment is preferred.
  • Certified Human Resources Leader (CHRL).
  • Specialized knowledge of human capital, performance management, employee/labour relations, integrated health management, workforce planning/talent management, total compensation & rewards and HRIS Technology.
  • Canadian Registered Safety Professional (CRSP), Certified Compensation Profession (CCP), Certified Employee Benefits Specialist (CEBS), Payroll Compliance Practitioner (PCP) / Certified Payroll Manager (CPM) designations is preferred.

Education

  • Post-secondary degree in Business Administration or Human Resources or equivalent.
  • Master’s degree in Business Administration, Human Resources or equivalent is preferred.
  • Executive leadership training from a recognized institution is preferred.

Special Requirements

  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
  • May be required to support emergency operations under the incident management structure, at the direction of the Emergency Operations Centre Director.
